EU Law for Domestic Green Technology: The Net Zero Industry Act (NZIA) is set to enter into force imminently and is a major step forward in the EU’s efforts to combat climate change. The Net Zero Industry Act (NZIA) has been passed by the European Parliament and the Council with the aim of increasing clean technology production within the European Union (EU). By 2030, 40% of the EU’s solar panels, wind turbines, heat pumps and other clean technologies will be manufactured domestically. The NZIA is a major step towards reducing reliance on China’s manufacturing dominance in the domestic green technology sector and counteracting the allure of US green subsidies.

At its core, the New Zealand Industrial Agreement (NZIA) is part of the European Union’s (EU) broader strategy to transition to a carbon-neutral economy. The NZIA sets ambitious targets for EU domestic manufacturing, as the EU looks to bolster its clean technology (CT) sector and reduce carbon emissions. This comes at a time when the world is facing an urgent need to reduce GHG emissions and mitigate climate impacts.

The NZIA’s main objective is to tackle the current level of domestic green technology manufacturing imbalances, especially in the solar market, where Chinese manufacturers currently hold a significant market share. By promoting domestic manufacturing, the European Union (EU) aims to improve the competitiveness of European manufacturers and to strengthen the EU’s position as a world-class provider of renewable energy technologies. By reducing reliance on imported energy, the EU also seeks to improve its security of supply and resilience to geopolitical shocks.

New Zealand Innovation and Innovation Act (NZIA) Sustainability Supply chain resilience The NZIA complements the EU’s Clean Technology Investment (CTI) Strategy (CTI) by introducing a range of measures to promote sustainability. These include: Streamlining permitting processes Requiring public authorities to put sustainability at the heart of procurement decisions Creating an environment conducive to investment and innovation The NZIA is designed to support the shift to a low carbon economy while keeping environmental considerations.

The EU’s wind sector is relatively strong compared to solar, but the NZIA aims to further strengthen the EU’s position in this sector as well. In recent years, Europe’s wind turbine manufacturers have shown resilience and innovation in the face of increasing competition from China. By promoting domestic production and creating an environment conducive to R&D, the EU will continue to lead the world in the wind energy market.

Looking ahead, the NZIA’s success will depend on the successful implementation and partnership between policymakers, industry stakeholders and civil society. Achieving a carbon neutral economy will require a multi-pronged approach, including investment in R&D, infrastructure and workforce development. It will also require strong international engagement to tackle global issues such as climate and energy security.

To sum up, the adoption of the Net Zero Industry Act marks a major step forward in the EU’s fight against climate change and the transition to a low-carbon, sustainable economy. By setting ambitious objectives for domestic green technology development and supporting sustainability and supply chain resiliency, the EU is positioning itself as a world-leading provider of renewable energy technology. However, achieving these objectives will require continued engagement and cooperation from all stakeholders.
