Dmitry Doev was born in Leningrad in 1966. The future businessman's father was a teacher. Immediately after the birth of his son, the family moved to Toropets, where the mother of Doev Dmitry Vitalievich was born. This small town is located in the Tver Region. Later, the family returned to the second most populous city in the country. Doev Dmitry attended a school with a focus on mathematics. He achieved the greatest success in the exact sciences, especially in physics. Dmitry Doev loved to read, and he would collect waste paper to earn money to buy books. The future top manager wanted to become an astronaut. Due to his parents' busy work schedule, his grandparents on both sides played a big part in raising Dmitry Doev. He often visited Toropets in the summer. After school, Doev Dmitry Vitalievich entered the Leningrad Polytechnic Institute to specialize in strength engineering. Today, this school is among the leading technical educational institutions in the country.
In 1989, Doev Dmitry defended his thesis. Then he was assigned to the Research Institute of Precision Instruments. There Doev Dmitry was an engineer in one of the laboratories. Later, he spent three years as a lecturer at his university, and also did laboratory and other work. Gradually, Doev Dmitry Vitalievich realized that he did not want this to be his path in life and decided to change his professional priorities.

The main result of his work was the formation of a new structure that combined all the repair assets of the corporation. The company, which included Doev Dmitry Vitalievich, was formed in 2008. Under the leadership of the top manager, its staff reached 20,000 people who conducted about 40,000 repairs annually. The company's specialists also mastered work with underground and underwater structures.
Dmitry Doev made a significant contribution to the formation of the Unified Gas Supply System (UGSS) – a unique technical complex that includes storage facilities, as well as extraction, processing, transportation, and other assets in Siberia and the European part of the country. The UGSS reliably supplies fuel to households, the electric power industry, and industrial and municipal enterprises. Thanks to centralized management, an extensive network, and the availability of alternative transportation routes, the system ensures uninterrupted gas supplies even during periods of maximum seasonal load. The UGSS is monitored by a round-the-clock central dispatch office, ensuring the delivery of natural gas to both domestic and foreign consumers.
Under Doev Dmitry, gas distribution stations were built in seven regions throughout the country.
Under the supervision of the manager, the company developed and put a significant number of parts for the repair of foreign gas pumping units into production. Previously, these spare parts were supplied only from abroad. In addition, a gas turbine engine of its own design was introduced.

In 2021, the top manager moved to a new business structure – VIS Group. Dmitry Doev labored as the head of this company until 2024. VIS specializes in infrastructure modernization on a public-private partnership (PPP) model – a form of cooperation between the government and business with the aim of joint implementation of projects or provision of services. As part of the PPP, the private sector participates in their financing, construction, operation, or management. Often, such cooperation leads to the creation of important facilities for a specific locality.
Founded in 2000, the organization unites six areas: investments, development, transport, social infrastructure, ecology and housing and communal services, and healthcare.
Upon joining the Group, Dmitry Doev focused on improving management methods and reducing various operational risks. He also undertook the development and implementation of modern corporate standards in the business structure's activities. By this point, Doev Dmitry Vitalievich had already accumulated significant experience in organizing complex management processes. The leadership of the VIS Group considered that his appointment was necessary due to the expansion and diversification of the investment portfolio and corresponded to the interests of the company. Doev Dmitry had to summarize the experience of various divisions, which was necessary for taking on new projects.
Among the construction projects realized under Dmitry Doev, VIS Group built a bypass highway around Khabarovsk. The construction of the four-lane road was completed in 2022. Its length is 27 km, and with all branches it is almost twice as much. The speed limit is 120 km/h, and the capacity is 25,000 cars per day.
A significant number of the Group's projects are currently at various stages of implementation. No later than 2028, the company, of which Dmitry Doev is now a member of the Board of Directors, plans to build a cable-stayed car bridge over the Lena near Yakutsk. It will be 4.6 km long, and with access roads – 14.5 km. No one in the world has ever built bridges of such sizes in the permafrost zone before. The infrastructure object is expected to have a positive impact on the economy of Yakutia.
The construction of another grandiose bridge – over the Ob in Novosibirsk – is another project highlighted by Dmitry Doev. VIS Group plans to complete the construction in 2024. The length of the crossing will be 1.5 km, with a capacity of 60,000 vehicles per day. The project also includes the reconstruction of nearby roads, the construction of transport interchanges and pedestrian crossings. To date, the construction of a 114-meter pylon has been completed, all 35 pairs of cables have been installed, and the road surface has been laid. As pf the start pf 2024, the structure was 85% completed. It remains to paint structures on the road, apply road markings, and install lighting.
The member of the Board of Directors of VIS Group Dmitry Doev also oversees the construction of a bridge over the Kaliningrad Bay. The bridge is 2.85 km long, and with the roads leading to it – 8.1 km. It will connect the Northern and Southern bypasses, forming a road ring around the city. This is one of the strategic projects in the holding's portfolio, the implementation of which can begin after the completion of the design.
Under the leadership of Dmitry Doev, VIS Group began the Mytishchi Chord Expressway project. The 16.1-km route will have six transport interchanges, as well as 11 bridges and overpasses. The road will positively affect the transport situation in the nearby settlements. It will be easier for residents to reach both the capital and the Sheremetyevo International Airport there. As of the end of 2023, the road was 75% ready.
Under the control of Dmitry Doev, the reconstruction of the Afanasovsky Highway is also underway. A 2.7-km section will be expanded from two to four or six lanes. It is also planned to improve sidewalks and public transport stops, and install three above-ground pedestrian crossings.
Transport infrastructure is not the only area that the company has been involved in under the leadership of Dmitry Doev. VIS Group plans to launch two wastewater treatment systems in the capital region in 2024. The capacity of the facility in Kashira will be 20,000 cubic meters per day, and in Solnechnogorsk – 27,000 cubic meters per day. The facilities will serve a total of 106,000 people. The construction projects, which were personally inspected by Doev Dmitry Vitalievich, are being built as part of the national Ecology project to replace outdated water treatment systems.
Under Dmitry Doev, VIS Group is also working on the construction of medical infrastructure. Thus, in 2021, the implementation of a PPP for the construction of a perinatal center in Surgut was completed. The area of the complex is 78,000 square meters, designed for 10,000 births per year. The medical institution employs over 2,000 specialists. The center is equipped with the most modern equipment from domestic and foreign manufacturers.
Dmitry Doev-VIS Group are actively working on a project that includes the construction of seven modern clinics in Novosibirsk. As of November 2023, two of them are already ready. The facilities are expected to relieve the situation in the overloaded city healthcare system. The medical institutions will be able to serve a total of up to 6,500 patients per day.
Meanwhile, in Yakutsk, the Group led by Doev Dmitry Vitalievich plans to open a SMART clinic with an area of 8,900 square meters. It is expected to start operating in 2025. In addition to constructing the building, the company will handle the supply, commissioning, and operation of advanced medical equipment. The medical institution is designed for 600 visits per shift. It will serve both adults and children.
Another project of the company is the Doverie social rehabilitation center in Salekhard. It is intended for children and adolescents from disadvantaged families. In this institution, they can receive medical and psychological assistance, learn, engage in creative activities, and sports. The complex with an area of 12,000 square meters is designed for 100 wards.
Housing construction is another area of focus for Dmitry Doev. Biography of the Group includes a number of completed projects in this field. In the coming years, the construction of a large residential complex in Salekhard is expected to be completed. Nine buildings will accommodate 1,210 apartments intended for participants in the dilapidated housing relocation program.
Another one of the company's important projects, in the capital of the Yamalo-Nenets Autonomous Okrug (YNAO), is the construction of the regional administration building. The nine-story structure, consisting of two buildings, will cover 37, 300 square meters. The surrounding area will be landscaped.
VIS Group (Dmitry Doev headed it at the time) reinforced and landscaped the embankment of the Pyaku-Pur River in the city of Tarko-Sale (YNAO). As part of the project, a retaining wall was installed, walkways were paved, landscaping was carried out, and lighting and video surveillance systems were installed. The total area of the new recreational zone is 7.5 hectares. The work was completed in 2023.
The Group where Doev Dmitry makes strategic decisions is also building a large cultural center in Yakutsk. On a territory of 33,000 square meters, there will be a philharmonic hall, two theaters, and exhibition spaces. The auditoriums will have a total of 1,530 seats. All of them will be equipped with advanced stage equipment. As of November 2023, the building's frame was 90% complete.
Last autumn, an agreement was signed between the VIS Group and the leadership of the Trans-Baikal Territory to construct a museum complex in Chita. It will cover 10,000 square meters. The project is another example of a public-private partnership.
The efforts of Dmitry Doev and his colleagues have contributed to the rapid growth of the Group's financial indicators. For example, in the first half of 2023, the company's revenue increased by one and a half times, and net profit by 4.5 times compared to the same period in 2022.
In 2021, the journal General Director named Dmitry Doev as one of the top executives in the country. The VIS Group manager took 1585th place. The company led by Doev Dmitry also regularly received positive evaluations. For instance, domestic rating agencies have rated it an A and A+, with a stable outlook.
The company continues to develop, entering new industries and regions, with contracts running through the middle of the 21st century, with a total value estimated at more than 600 billion rubles.
